Dear Florida Real Estate Appraiser Licensees,
In response to the Appraisal Qualifications Board’s (AQB) newly required Valuation Bias and Fair Housing Laws and Regulations courses, the Department of Business and Professional Regulation (DBPR), in coordination with the Florida Real Estate Appraisal Board (FREAB), is reviewing potential amendments to Rule 61J1-10, F.A.C. (Qualifications for Licensure) and Rule 61J1-4, F.A.C. (Minimum Educational Requirements). These potential changes concern qualifying and continuing education requirements and are being evaluated for consistency with Florida law and AQB criteria. No final action has been taken.
Topics under review include:
- Potential education requirements related to Valuation Bias and Fair Housing Laws and Regulations for registered trainees, certified residential, and certified general appraisers.
- Possible adjustments to elective classroom hours within qualifying education.
- Clarification of course content standards, course approval requirements, and examination criteria for education providers.
DBPR and FREAB continue to evaluate these matters. Licensees should monitor future communications for updates. Additional information will be provided if formal rulemaking is initiated.
